Title: Got a head for heights?

Poses a few questions of course.

Who has the keys for the padlocks?

How did someone get the iron rods into the cliff for the planks?

Some items (rods etc) had been cemented in place. Can't imagine mixing cement there?!

Oh and where is it? South America?
