Title: On refitting the exaust manifold... Is the bottom heatsheild needed?

i know it was there in the first place and the answer is probably yes..

but the two bolts that hold the bottom heatsheild on are stuck in the manifold, and i cant get them out.

so do i drill and re-tap the manifold (will that work, its cast, isnt it?) or do i leave it off?

I always re-fit them.

Will they not come out with a bit of heat applied?
