As title, broken, missing fuel flap, Im guessing not a MOT fail?, anyone confirm please.

As long as actual cap fits and seals correctly, nowt to do with flap

My understanding is the fuel flap is a cosmetic item. It's the actual twist and turn fuel filler cap that's required and examined.

How would a vehicle with an exposed tank get on if the fuel flap was a prerequisite.
