It was mentioned but just in a way that mislead a bit as the number were not really mentioned as it was aa %rise IIRC.

Personally I think more people will keep the older cars for longer, I know I will.
Yet again those that have the money it will make no difference but those that need a 'family car' will suffer more.
For example the 1.6 Mondeo will fall into band I, a 2ltr 407 will fall into band K.
These do not come into effect until next year, but the way fuel is going there will probably not be as many cars on the road anyway.

.. and road charging has been re-awakened. Although I still believe that, because it contains IT, the government haven't got a prayer of getting it working.

exactly, mine is a late registered 3.0, 16th march, hence me selling when the insurance is up (even tho i escape the hike in price til jan 2010), and i'll be going down to £120 a year tax

I thought this was their tactic. Announce all the really sh!tty stuff as happening over the next year or two so that the media focus their myopic headline-grabbing gaze on today's problem rather than causing a frenzy about it. I still reckon a lot of people are going to get a really nasty shock when they get their 2009 car tax reminder.
Problem is, individuals getting nasty shocks spread over a long period of time is much less dangerous than the "Car tax doubled" headline that Sky would have run the day after the budget if they'd bothered to look into it properly at the time. >:(

Plus, did you also here on the news today that they are increasing the age to upto 7 years old. Thankfully mine is a 'P' reg 1997 almost 11 years old!!!! Phew that was close. LOL.

So, what's the bottom line here? Does this only apply to cars built after 2001 or all cars? That's how I understood it but I must admit I didn't look at it too closely :-/

It does and always has applied to cars built after 1st March 2001. Nothing has changed, it's just that people didn't read the budget report properly when it first came out. It was all in there in black and white.
Cars registered before March 2001 were not assigned a CO2 emissions figure at type approval (which has nothing whatsoever to do with MOT emissions - that's CO not CO2) so can't be rated in CO2 bands.
The thing that's devious in my book is that previous changes to the CO2 bands have not applied retrospectively to cars first used before the change. The new band introduced in 2006 didn't apply to pre-2006 cars, for example. Fair enough to discourage the purchase of new cars with high CO2 but to penalise and devalue older cars, which aren't owned by the rich and famous, is wrong IMHO.

Thanks Kevin, so if and when I trade in my old '95 for a newer model, get one before the threshold to avoid paying big bucks. Mind you the newer bigger engined models will be up for a song....

Yep. There are a couple of ways to look at it. One is that a newer than March 2001 car will cost double the amount to tax. The other is that it's probably not that significant relative to the cost of fuel you'll be pouring into it, and if the car's a bargain anyway... :-/
I also believe pre-2001 cars will be hit eventually, especially if there's a surge in pre-2001 gas guzzlers as a result of this legislation. It's just that they have to be more careful as more of society's "vulnerable" have pre-2001 cars and they only have a relatively blunt instrument to apply taxation.
