Anyone know of anything out there to send either a Flash SMS or a Mobile SMS ping in the form of Apps, software or web based?.

Flash SMS, is a Text that flashes up on the Phones screen rather than in the inbox, SMS ping is similar to Flash but with no actual msg or incoming alert, but sends back a confirmation receipt.
Both of those, preferably not Android or Gayphone. ;)

Used to be a lot of free SMS spammers out there, but most closed due to cost. Some still come back with Google search though, but all of these will just be standard.
Whats aim goal, what you looking to do?

Thanks, nothing to do with spamming or winding people up, the aim goal is not straight forward, but in a nut shell looking at enhancement to an existing Man Safe remote system (Lone Worker), non commercial by the way
