Hopefully most sellers will have a decent DSR rating and escape this -- but, basically, it's another Paypal scam --- think of the interest they will be getting on held funds !!!!

I'd be wary of that one. My brother in law sold his phone for £500 on ebay a while back and buyer paid the money through paypal - problem free.
He sent the phone off and a month later got a phone call from paypal demanding the money for the phone back. Luckily he had already taken the money from his paypal account. The buyer had claimed an unauthorised transaction on his credit card statement (paypal payment for the phone) and was reinbursed his money from paypal.
My brother in law basically said to paypal give me my phone back and I'll give you the money as it was sent recorded delivery. Paypal basically don't want to argue the case and he phoned the fraud squad. Needless to say paypal have never got the money back from him after he phoned the police but I wouldn't be surprised if that is the reason why paypal now hold the money for 3 weeks. Never heard the outcome of the guy who bought the phone so I assume the case is still ongoing.
I wouldn't worry too much for the fact that it is a car you have sold and v5 document will have addresses, names, etc to keep you safe. However definitely watch out for this new scam on ebay in future if you're selling something of any value.

I would put too much trust in names and addys they might put on the V5 --- they could put any bogus address, especially if they weren't going to register it in their names anyway. If they are going to scam the seller they aren't the honest type anyway !!!!

True.
Ebay's becoming a bit of a minefield these days although as long as your careful and take the time to check feedback etc, write some rules on your listing. I wish I could go back to the days when ebay was first introduced, you used to be able to get some cracking bargains back then it's not so easy nowadays.

Is it really a good idea?
Take this scenario. The buyer who has just won one of my auctions has failed to pay. They have ignored the T's and C's of the auction and chose to ask their questions after hitting buy it now.
They are now not going to pay.
Due to new ebay policy, I can't leave them feedback to reflect this.

It is a difficult problem to solve, and I can see the benefits of this process - but it does appear to be protecting the buyer more than the seller.
Im my experience, I have had most of my ebay trouble with the buyers!!!

By far the lesser of the 2 evils. And you'll report as NPB...

I always understood that it took a while to get your money off pay pal regardless, used to be a complaint of someone I know who earns much of his living on bay, yet they take it instantly. :)

Fully agree -- much too much protection for buyer -- seller cops it every time. Luckily we don't (yet) have too many problems -- I suppose we send out 50 - 60 items each evening and, so far have only had a handful of chargebacks in a year.
Paypal insist on trackable postage otherwise they practically automatically refund someone claiming non arrival of goods ---- problem is, if someone is paying a quid for an item they don't want to have to pay an extra 70p for rec.del. :(
Mind you -- not a problem with a car !
