to be fair if you look at the picture of the tracks they don't look electric.

Thats because the Daily Fail have, as is the norm, miss reported and printed a picture of a standard track panel and not one with third rail electrification (Scalextric country).
To add insult to injury, thats not a piece of mainline track either because its flat bottom rail on wooden sleepers!
So probably a siding somewhere or a preserved line!

It proves again how we as humans can be ignorant when in an unknown situation, and a little knowledge can be dangerous.
In regards to that track picture that Mark has correctly commented on, thank God that it not main line running lines! :D

Our local line to Manchester used to be a third rail system ...... it worked very well from
1879 1916 until it became part of the Metro ;)
