Title: Foreign aid request from the United States

Since we have more then our fair share in this country, I think its only right that we help out here
The question is ............... who should we send ?

I don't know.  I attended a London business meeting where he spoke and he certainly knows his onions.  Me thinks he acts up the buffoon part to lull his opponents in to a false sense of security ::)

Ronald Reagan did this as he said once he had stopped being president, not be taken too seriously in politics meant that he had much less opposition and got much more done.
