I see that BMW are to recall 156,000 vehicles[no specific model was mentioned so presume it's range wide]due to a problem with some bolts which could lead to engine damage.However this report stated that this was in the U.S.A,so do they use different bolts there to those used elsewhere,or do no other markets matter to BMW?

Not just BMW tbh, ask any Volvo/Volvo Penta/Mercedes/Vw/Audi owner outside the US how they have gotten on dealing with borderline warranty claims...

Depends on the litigation rules in the relevant market.
U.S. They can sue at the drop of a hat.
