Title: 2.5 PFL howling noise on engine start

I bought this car last Saturday in Clacton. It is a January 2000 V reg PFL 2 2.5 CDX petrol manual estate. On engine start up it howls far about 20 seconds. I have experienced similar noises on a 2.0 saloon. I have traced the noise to a fan/pump under the bumper near n/s front wheel, beside the horns.
Is it the exhaust manifold air injector, an emission control device? Can I unplug it without problem?

The SAI pump is in that vicinity.

If it's definitely coming from that area then I'd do the sensible thing and plug the manifold SAI inlets and plug the vac pipe and get rid of the pump. .  Think there's a guide somewhere.

If it's not then check all pulleys and belts.

SAI - secondary air injection?
I am pretty sure the noise comes from the motor and fan/pump unit beside the horns. When it was hopwling I put my hand on the case and felt the vibration, when the noise stopped the vibration stopped.
I hoped I could simply unplug it, but realised this might throw up a fault code.

Secondary air gubbins. Unplug it :)
