When we Buy a pc with Win 8 Pre installed and all them partitions on the Hd ..Can we delete them, Do a format and then roll back to Win 7

Id be more inclined to install a blank freshly formatted HDD meself and the nuse the pre-installed HDD as a slave drive...

You can. You may or may not have a downgrade right to Win7 (need to check your specific Win8 licence agreement, as they do vary).

Remember, though, that Win7 is starting to get long in the tooth, although is supported until 2020.
