Curiosity really! Should the 2 front fans be working when when climate control is set to LO because on one car they are and the other they are not?

Yes, any time the climate panel is not in ECO mode.

Does the air con actually work on the car where the fans don't run? Most likely scenario is a lack of refrigerant in the system.

Well the silver joint thingy at the front of engine stays the same temp never cold but maybe i need to check the fans!

I would personally, go somewhere, that does an air-con service, and check you have no leaks, and the system is sound ;)

I took the black cap off near bulkhead and pressed a small amount of gas came out but not under pressure,so refill is probably in order. My brother in law is an aircon engineer but not on cars,where is the gas added? How to check front fans or is gas needed first?

Get your brother in law to, pressure test the system and check for leaks, any competent air-con engineer, will be able to do it,
