Just a quick question can i change my radio and display to incorparate sat nav screen something like the siemens NCDC 2013

You can, but you ideally need the entire setup from a non Elite car as the Bose aspect will cause no end of headaches.

On the lesser HUs the BOSE enabled versions can be configured for normal 4Ohm outupt using Tech 2. isn't this the case for the NCDC2013?

Or just try and grab a system from an MV6 Model.

A common misconception - not all stereos can be configured from BOSE to NON-BOSE (or Vice Versa) with Tech 2 (or similar)

Many have been caught out with that one.
