Can you polish out mild scratches like the ones created from dry wipers

Depends entirely on the scratches ;) Need to be careful that you don't over do it otherwise the screen becomes opaque when you shine a light through it, which isn't great.

Mind you don't accidentally hit it with a hammer while your polishing it, that would mean a new screen.

Yes you can. You should be able to find a good detailing shop that can do it for you with good results,

What does your insurance policy cover? Usually they allow the fitters that they specify (e.g.Autoglass) to polish out scratches and/or fill chip damage without affecting your NCB.
