Halfords professional tools are reasonable value for money, as are their tool chests, IMHO. Watch out for special offers that come round regularly. Don't pay full retail price unless you need it desperately.
Machine mart also worth a look for tool chests, storage, etc. Not so convinced about their tools themselves.
All depends how much you want to pay, how heavily you are going to use them, etc.. There are some lovely tools around, but personally, I don't think the expense can normally be justified for occasional home use.

phsychs and pickervant(not sure spelling, my fave for the money)
american pro teng tools halfords all do same as snap on chests for a fraction of the cost.
for me you cant beat the action of a snap on ratchet, the ratchet mech. is so fine and has minimum reverse friction. the spanners are very well made and no slop in the size. apparently the life time guarantee really is for life!!! finance makes it very easy to spend in thier mobile vans, they will come to you.
anything else i tend to go for economy. namely halfords and its just up the road. they do a trade club card, very easy to blag :y!

Ive just had a voucher through the post for Halfords, there 150 piece socket set is down to £99.99 with a further 10% off with the voucher.

think i need to get a new halfords card in my 'own' name so I get the mailings ::)

Halfords professional with trade card is worth considering.
I can vouch for the Halfords lifetime guarantee too.
I was a bit put off in Machine mart. Someone in front of me was trying to deal with a problem he had on one of their jacks. Can remember the problem, but they treated him very poorly.
Draper Expert stuff is pretty decent. I've used pvrdirect.co.uk for them.

It's a buggy we are building -- you only need a hammer and a pair of pliers ;D
