As my MOT tester advised, both rear shock absorber turrets are rusty. Car is a 2003 3.2 ex-police saloon, has had sills welded 3 years ago, I imagine little is worth doing on the turrets. Do you agree?

remove the shock, and use a cup wire brush on your angle grinder to see how bad it is. If it's just a bit frilly, then clean it all back to shiny metal and weld in a cup shaped repair and underseal the snot out of it. That will cost £10, take an hour and last longer than the rest of the car.
If it's really weak and the rest of the car is typically crusty Omega then bin it.

When I changed the shocks on my x reg one the metalwork was solid so I greased them up for good measure. trouble was a Frenchman in a mokka slammed into the side of the car writing it off >:(.

If they were bad enough for the tester to notice the rust inspire of the boot on the top of the strut, then carefully check to see if ANY rust is visible from inside the boot.
If there is, bin it immediately. If not remove the shocks and clean thoroughly and treat. If this doesn't improve the appearance, then bin it. Immediately.
Had you dealt with them when the previous car rotted out in the same place, you might have sorted with no fuss. At this point it really isn't worth wasting your time on :'(
