Sounds great. A nice trip to a warm sunny country like Turkey or India, and you come home with a new penis courtesy of the taxpayers as well.  :y

I wonder if this is available for people whose existing penis is worn out?  ???

The original purpose of the NHS was that people should not suffer death or disease due to an inability to pay. Remember that people died and suffered because they were poor.
The expectation of the NHS has long since exceeded its original pupose. That's why it's unaffordable.
