I wouldn't mind betting the additional wind resistance discounts the benefit of anything the solar panel generates.

So yes, owner is plausibly someone as environmentally deluded as Milipede....

I would imagine that if they were parked at home and not used for the week that could be of some benefit, but as Kevin suggests the extra wind drag would surely counter any gains from the panels.
