Use different tools or the rust on his corpse will be traced back to you.

you could always run him over with his own car
make sure you reverse back over him just to make sure

I hope you never lend him anything else.
When i borrow something, i always make sure i look after it.
I've lent tools out & not got them back & so it's something i don't do anymore >:( (Snap On mole grips come to mind)

The American philosopher; Henry David Thoreau's ideal was that if you borrow an axe, you should return it sharper than when you got it.

Thus, not just being a good neighbour: but, always a good plan if you intend to borrow 'stuff' again....a lesson your B.I.L should learn Zippo. ;)

I'm very reluctant to lend out anything TBH... Afraid I think you should clean the tools so you know it gets done properly, and have voted accordingly!!!

The moral is, don't lend them out but if you're that way inclined let him use them at your place under supervision... That way you know they are treated with the proper respect!! :y :y :y

update
the sister in law has threatened to leave the b.i.l if he cleans the tools
WHAT A PAIR OF PRATTS i wish i hadn't said a word about it .But at the end of the day its the principle of the matter ,i wouldn't return anything Ive borrowed in a bad condition. What i have noticed though is that theirs a lot of brave people on the end of the phone around here  :D :D :D :D
