Title: IF YOUR STOPPED BY THE POLICE
Post by: zippo on 12 July 2009, 14:32:01
while driving your car do you have to get out of your car when you've stopped . I'm thinking along the lines of being pulled by a plain clothes officer .He is in an un liveried vehicle with strobe lights illuminated .he doesn't leave his vehicle but beckons you to him. What would you do

i'd stay in my car and wait for him to come to me.

he may of been thinking you would do a runner as he got near your car, thats why he stayed in his.

few options
Drive to a cop station as previosly mentioned.

Pull into a petrol station as they have good camaras, (you could even get inside before the driver does)

stop in a busy area with all doors locked and phone 999 and dont get out the car until a marked vehicle arrives and the operator confirms that they are with you.

If pulled by the plod I belive you have the right to see his warrant card, if you are still unsure I think you have evey right to ring his Police station.

As for being beckoned from your car to his.  he would have a very long wait in my case as I would refuse to move.

You are not obliged to stop for a non-uniformed officer. At least you weren't in mmy day!  As said before, if in doubt, get them to follow you to the nearest police station.

if Ive understood that last bit that would have meant getting out of the car to explain what my intentions were ,i didn't want to do that i didn't think it was safe .If I'd have just driven off they would have assumed i was running ( now i know they were legit bobbies) they would have given chase then its a whole new ball game . i think i did the right thing by ringing the police and playing the waiting game .It seems to me the officers in the car had plenty of time to identify themselves , all they wanted was a chase ,they thought that I'd be spooked and run

In a past life I used to carry a card with the words, "I will not open my vehicle. Please follow me to the nearest Police Station". If stopped, simply held it to the window, didn't matter whether they were uniformed or not!

I've only ever been stopped once and by a marked car, I just pulled over, dropped the window a bit and waited for them to come over

as advised, if you've any doubt that the car pulling you over is a police car, you drive to a heavily populated and well lit area, or a petrol station forecourt, or a police station

How long have they been around ?
I had one wander up and check my tax whilst I was waiting at traffic lights late one sunday evening. He examined my tax disc and then announced, in his best Dixon of Dock Green manner, "Ok sir, all in order...carry on !" and then wandered off.
I thought :-?.  My tax had expired the day before and I was waiting for him to advise me. I had the documentation and payment in the glove box to get it sorted the next working day but he was totally oblivious to the expired disc.
Must have been quite a few years back as it was in the days when you had a week or so to get it sorted, and that's a good while back. I'd say approaching 20 years ago. Were there Hobby Bobbies that long ago ?
He definately wasn't a full timer.

Think you are thhinking of a Special -- PCSO's have only been around 5 or 6 years.

Specials (commonly called Hobby Bobbies) have been in existance since before the regular force instituted by Peel.

Many do.  As opposed to PCSO's who have very little (if any) powers, a Special has all the powers and responsibilities of a regular officer and is a police officer whether on or off duty.

The one Turk met must have been a bit of a twonk !!!!

Haha.

In 1984 I had a new Astra Gte delivered to my house before August 1st.  I went out to fill up with patrol ready for work at 12:20am and this huge copper spotted me at the filling station, he walked out with his book in hand and taking noyes, he then checked his watch and had to turn arround and walk away with his tail between his lwgs.

Was sooooooooo funny. ::) ::)

Oh yes, the one I had was "Special" alright, with his big rather torch, peering at the disc. Didn't even look at the rest of the car or a friendly "within alcohol breath smelling range" chat.
I remember thinking if this is the crime fighter of the future...were in trouble.

Indeed that's correct - the public seem to have a huge confusion between Special Constables and PCSO's.

I'm not entirely sure why to be honest, as PCSO's wear a distinctive blue uniform in most Forces.

Wheras Specials (certainly in forces I know of) get issued with exactly the same kit as full time officers.

I think the main reason for the confusion is because the Special Constabulary is not particularly well publicised.

Most SCs I know have joined for the right reasons and do a supurb job. Obviously you can get some bad apples, but this happens with just about any profession...

I'm a disabled driver, and when I've been pulled over I will always wait till them come over to me.  They pulled me I didn't ask them !!.
And if it's raining why would I want to get wet  ::).

As has been said before, open your window just enough to hear them, and if they are plain-clothes and in a unmarked car, you've every right to ask to see their warrent card up close to see their number and name.

And if in any doubt make a note of the cars Reg number, and till them your phoing the Police now to confirm who they are ?.  If their not genuine they'll be the one's probably doing a runner !!.

Again as said before, you could always have a A4 size paper in large text saying something on it like; Please show me your badge, and I'll phone the Police to confirm your a genuine officer. Only then will I continue this conversation if you are.

Oh and if you think that a marked car or uniformed officer looks suspect, you still have the right to ask them for identification as well.

Will we need to keep a look out for you on Police Camera Stop, or Police interceptors in the future then ??!!   ;D   ;D - Just joking.

Best thing is to sit and wait. Think of it from the officers point of view (especially if he is less experienced than some) ... a driver leaping out of the car might be aggressive, and the officer might over-react. If stopped by the police, stay passive. TBH they will do whatever they intend doing, one way or the other, so it might as well be done with as little excitment as possible.

Agree wholeheartedly ... and especially if in the States .. or any other country that has armed police !!!  They EXPECT you to remain seated with your hands on the steering wheel.. so they can se what you are doing .... If you were to leap out of the car you are likely to get shot !!

Now I know we are talking UK police ... but the principle is the same ... sit calmly and await instructions. If you doubt the Officers .. ask for credentials.

On the couple of occasions that I have been stopped (for speeding :-[) I have refused to leave the car. Its really intimidating for a woman on her own to have to get out of her car to speak to a strange man. I have remained in a locked car with the window cracked open to have the conversation. I didnt have a mobile to do any checks and would have driven to a police station to continue the conversation if required. luckily, no points issued. Officers involved seemed to be ok with the way I dealt with it, must be common for people to be wary.
Have been in cars when other drivers have been stopped and the officers have been like little hitlers. >:(

A Special Constable holds the same powers (including that of arrest), as a regular constable, on or off duty, in our out of uniform, 24/7. They're issued the same kit, and uniform

I Wasnt really in the mood to day to be honest. The one with the mouth who was quoting B.S left right and centre, Ive done a little homework on him ,You know the type everything with the uniform a nothing with out it. I'm a firm believer in what goes around comes around. For the time being I'm happy as things are "no harm no foul" kind of thing . The only thing that did annoy me a bit was a sly remark about the walking stick i use .Did i mention that the front of my house is covered by 2 very good CCTV units  ;D ;D ;D ;D

That only applies to PCSO's - who are civillians. PCSOs can only detain for short periods for clear cut circumstances, and  must wait for a Constable (Regular or Special) to attend make the arrest

Specials are sworn/warranted constables who volunteer their services, but are often wrongly confused with PCSOs

There's a lot of confusion :y

I didnt have a mobile to do any checks and would have driven to a police station to continue the conversation if required. luckily, no points issued. Officers involved seemed to be ok with the way I dealt with it, must be common for people to be wary.
Have been in cars when other drivers have been stopped and the officers have been like little hitlers. >:(
Don't drive to the station up the road from you, they're all tucked up in bed by 9pm and won't answer the door ::) ;D

think you can talk to a box on the wall though, possibly get more sense out of a wall than welsh police!

Do they have the full powers of arrest?  for some reason I thought I had read they could only make a citizens arrest or wait for full time plod to arrive.

There's a lot of confusion :y

i get the impression James they bring a lot of on themselves

How so - got any specifics?

As said earlier, I agree with any environment you get some bad apples but, the majority of SC's I've worked with have been top people

No, I was asking you to give me a specific example, of how you think Special Constables bring confusion with PCSO's upon themselves....

I'm not going to go in to it chapter and verse James but i think it revolves around what a special can do and what a pcso can't do .Its my experience that pcso bite of more than they can chew

to be honest James Ive not really had that much of a problem with any kind of officer .As you say though there's always the one that spoils it for the rest, remember the pcso in wigan recently .I didn't see that and automatically say  that all pcso or specials should be sacked .However i do think the 3 i had dealings with to day let the side down badly. cocky, ill mannered
etc. As for the 2 in the car the other night i don't think Ive heard the last of it RE the pcso's today Ive no reason to believe that they have anything to do with that at all

while driving your car do you have to get out of your car when you've stopped . I'm thinking along the lines of being pulled by a plain clothes officer .He is in an un liveried vehicle with strobe lights illuminated .he doesn't leave his vehicle but beckons you to him. What would you do

Gun it to the nearest cop shop
