kinda what it says, its part of the alarm system, and makes a powerful sound  ::)

Battery on it dies eventually, in its last weeks it will give 3 beeps when locking the car.

Its under the scuttle, drivers side.

The powersounder is a self powered alarm unit that enables the car-alarm to continue to sound; should the car battery and/or the car`s conventional alarm-horn be tampered with/disconnected.

The powersounder will also 'alarm' if the car battery is disconnected from the car without a key-off within 30 seconds proceedure being followed.
Powersounders are a common cause of 'random alarm' problems in the Omega.
For many (myself incl.), removal of the powersounder has been a cheap and effective dodge when the alarm begins to cause random annoyance.
