Title: Blocked or not?

Are you supposed to be able to blow or suck on the hose on the right, it goes to the second breather pipe on the Plenum from the drivers side?

That looks like the line that goes to the canister purge valve so no. Until the valve is opened by the ECU it should be blocked.
