Title: Lubricate ICV?

What's the best way to do this??

Just spray WD40 into it? Multi purpose oil?

wd40 isn't a lubricant.

Clean with carb cleaner, lubricate with a small amount of light machine oil such as 3 in 1

Which side do I put the oil in?

Plenum or air intake.
