take the vac hose off the HBV and then see if you get heat.  also reset the climate servos.

The HBV diverts heat from the matrix when vac is applied so if you have permenant vac then you are bypassing the heater matrix

i had same problem took off the hoses flushed the matrix reverse from its normal flow and sh** came out now i have perfect heat..
i buggered about with the hbv but best information i got was to check the inlet and outlet pipes from matrix throught the bulk hea, easy to find- take carpet trim from above the pedals-to the left youll see two aluminum pipes - get engine to running temp turn full heat on in car- both these pipes should get so hot you cant touch {mine was only 1 pipe red hot} if not needs flushed! if they are both hot look into your air dist box. hope this helps
