Saloon? Is the reel still on the parcel shelf? The reel will have to be level before the belt will move. Just gently tug at the belt, it should come out, it's only the same as unclipping it from the bottom to give a clear through load from the boot.
I sometimes have problems with the centre belt on my Astra estate if I put the seat forward without putting some slack in it first. I then have to ubolt the end of the belt from the floor to give enough slack for the ratchet to 'let go' ..... it's tied into the buttons to release the seat backs somewhere inside the seat back.

hello mate the seat belt has been fully removed as i was selling it, when i released it from the bottom it just wound itself up as far as it would go, now wont pull back out at all?
what did you mean by it has to be level?
-
he means it must sit in the same position that it would be in when its bolted to the car :y

as though it was sat level/upright on the rear shelf.

oh! so if i bolt it back to the parcel shelf it should pull back out and be able to pushed back into the slot that makes the second anchoridge point?
cheers, dave.

Just hold it in place, you don't need to bolt it down.
Seat belt reels have a vertcal & horizontal plane about which they work. As you brake hard or hit something, there's a weight inside that topples forward & locks the reel up.

ok thanks, will give this a try bud and let yous know if this worked, cheers, dave.
