thats quite a big jump in rpm, i'd check the throttle body butterfly is free moving and not getting stuck

If the revs are going up and down on there own then it wont be the throttle butterfly, more likely an air leak.

Check for any stored fault codes with a trusty paperclip.   :)

check all the breather pipes, throttle body, air filter all all secure, with the bonnet up and engine running run your hands over the throttle body areas, feel & listen for any leaks.

Symptoms i had with sticking throttle body was approaching junctions, you slow to a stop, butterfly does not close all the way, keeps idle high, then after a while sorts itself out, and back to normal idle.

Make sure the throttle cable hasn't been adjusted to compensate for idling.

the circlip on the throttle adjuster is on the 7th notch , working from the rear of the adjuster. does that sound aout right?

You really need to ensure there is sufficient free play/slack.  One persons seventh notch is anothers 10th......   ;D
