hi not sure if this would effect mot or not
also how would i repair this please (location is spare wheel area in saloon boot 94 reg

wont affect mot. looks like damp thats sat behind the trim strip has permiated under the paint,you would need to take trim strip off to remady.

If it goes for the test with a spare fitted the tester won't even see it !!!

you can see the archway protector but wouldnt see it if your looking from under neath

Bit of a grey area have you had a look under the bumper to see if you can see the hole if the tester can see the hole its a fail then yes you will need to weld a plate over the hole.
This is a easy fix ive had some horrors in my time i'd reckon an hour max to fix :y.

I thought that corrosion in load bearing spaces was the fail point...

I would be inclined to clear away the bad bits, treat it and fix it with some fibre glass sheet over it...  As has been said, if the wheel is in place the tester most likely won't see it, it isn't likely to suddenly jump out and cause harm from there, but, I am fairly sure it will be enough to keep your boot carpet wet....
