Had this on my Veccie - leak off pipes that link the injectors to each other and to the fuel pump probably need changing as they get brittle with age - fuel gets pushed back to the tank making it a bugger to start, mine used to fire eventually but only after nearly flattening the battery

Its an air leak allowing fuel to run back to the tank when the car is facing up hill. Its either the fuel filter/seal, bleed off pipes/T pieces or injector seals. I would start with the cheapest first and do the filter and bleed off pipes/ T pieces ;)
