Title: Fuel flap, is it meant to lock?

Is the fuel flap meant to lock when you lock the car?
It has been like this since I've had the car. :-?

You mean it's been locked since you got the car? Probably the motor goosed. To open it, you can access the locking bolt/pin from inside the boot/rear off side wing.  :y

check for 12 volts at the solinoid when you lock the doors  :y

easy to change if knack*rd by removing the trim panel behind it

i've got a spare one here if you need it

It never locks.
Might be something stupid? I'll check behind the trim.
