car failed mot today on 3 things,
no water in window washer
inner trackrod end
and offside rear brake recording little or no effort! " what does this mean? and how can i fix it please,
have got new handbrake cable and pads in boot for the rear but can it be adjusted somehow, i just dont understand what it means,
please help me as cant tax the car untill i have the mot

Does it refer to the foot brake or the hand brake. If its the foot brake the caliper piston must have siezed and if its the hand brake it can be adjusted by turning the star wheel through the hole in the rear hub until the internal shoes just start to bind. There is a guide for this as already said above. :y

It means that this brake is not working! The fail sheet should indicate if it is the parking brake (handbrake) or the main brakes that are the problem. If it is the main brakes and the pads are ok (don't know 2.2 well but I assume it is rear discs) then the most likely suspect is a sticky piston in the caliper - look for uneven pad wear and get someone to press the brake pedal while you turn the road wheel - it would obviously have to be off the ground.
If it is the parking brake it is likely to be the shoes and mechaism rather than the cable, if the parking brake is not used they tend to seize up etc... As far as I remember the adjustment is in the exhaust tunnel.

It means the brake is not working at all (i.e. no measurable effort on the brake dyno).
I assume this is talking about the service brake as it doesn't mention parking brake. Adjusting the parking brake in that instance won't help as they are 2 separate systems.
Clarify whether it was the parking brake or service brake that was faulty. If the service brake then it might be a siezed caliper, for example.
If it's the parking brake then the whole lot probably needs to be dismantled, cleaned and lubricated, shoes changed if required and then properly set up according to the maintenance guide.

it just says "offside rear parking brake showing little or no effort" 3.7.a.7a? im guesing handbrake, will change the pads and handbrake cable just to be safe, handbrake only clicks about 3 times when pulled inside car, last advisory was exesive handbrake travel

sounds like a seized, or incorrectly set adjuster on the handbrake
bear in mind that the hand brake has nothing to do with the disc pads... it operates on a shoe , inside the disc hub, using the hub as a drum.
there's a little ratchet wheel that tends to stick, this can often bee freed up by a little careful application of screwdriver and sammy's smaller brethren.

thanx max will have a butchers in a bit and put it in for the mot again tomorrow, little niggles are ok with me just pleased that with my omega having 182k it WILL pass, lol ::)

The adjustment method is critical to getting correct operation and proper balance between the two sides. There are manual adjusters inside the drums which need to be set so the brake is not quite binding with the handbrake cable slack. One that has been achieved, the slack in the cable can be taken out using the central adjuster above the prop shaft to give brake application after 2 or 3 clicks of lever travel.
Given that one side is not working at all, however, first job is to strip it all down and make sure it's operating freely and the shoes are in good condition.
The pads are only relevant to the service brake so they won't make any difference. If they or the disks are worn they should obviously be replaced while you're at it, though.

IMHO a full strip down and service IAW the guide ... lot of work I know .. but it's the only way to do the job properly ... :(

job done, replaced handbrake cables both sides as 1 side was ceased and handbrake works well hopefully the mot man agrees :)
