Title: overfueling?

Continuing my running problems!

Petrol smell from the exhaust and poor running, the only code is 59, ICV voltage low, would a faulty ICV cause the ecu to overfuel/run rich? hence the poor running. All the vacc pipes look good and are connected.

It could do if it doesn't open fully. Is there a vacuum at the injector rail pressure switch?
