Now that I have bought my car which is pretty much rust free (on the outside anyway) and I want to keep it that way or at least slow down the inevitable. I put my hands inside the rear wheel arches and found a lot of black flaky material (probably build up of much over the years or rust?).
Anyway as I dont have the facilities to hose down the inside arches I'm thinking of taking it to the local hand car wash to get it cleaned out with their pressure. Is this a good idea? ;D
I plan to apply some Waxoil or Dinitrol. I read Dinitrol is easier to apply but they have a wide range of products and dont know which one is most suitable for me needs. I would like something so easy to apply that my missus could do it (aerosol type).

try some spray bitchermin,, helps stop stone chips, or underseal, waxoil washes off after a wile.

Don't know if this is any help to you, but I've had good experience with a product called VACTAN.
It's a rust converter. Changes rust from the metal eating beast it is, to a completely inert substance through a chemical reaction. Leaving the surface sealed and primed.
It's best for areas out of view as it leaves a black Matt look which cab then be painted if necessary.
But as you say, if its under arches then you could just leave it.
I used it on my old Citroën c15 van doors and it stopped the rust in its tracks.
Bare in mind tho not to get rid of rust before application. It needs at least some so the reaction can take place.
Search for VACTAN. On eBay and buy a small tester bitter for less than a fiver. Will ne more than enough for arches. :y :y
