Are the taps 10 years old?
Do they have flexible connectors from copper to tap /and are they stright or kinked in any way? Has the problem of lack of flow got worse over the years?

sorry getting consfused with another post.  ::)
if the boiler is turned off and is cold, there should be no water flowing down the  condensate pipe if there is then it may be a problem with the condenser unit. With the boiler cold and empty the expansion vessel should have a pressure of 0.75 bar average, for larger systems I would put 1 bar in.

maximum I would expect of 0.5 bar rise from cold when heating is turned on. If no signs visable signs of leaks or complaints  from neighbours below. It could be leaking internaly through the condensating heat exhchanger, To check this the boiler has to be cold,,left off for about an hour. You can check the expansion vessel at the same time
what are the last 4 numbers of the boiler serial number?

I use an led lenser p7 every day, comfortabley fits in my trouser pocket and I replace  the batteries about once a month. Just over 3 inches and uses 4 aaa batteries and about 220 lumens on full. Very easily adjusted beam, from spot to focus one handed. had it for 2 years and has been dropped many times, got very wet but it keeps on working. :y

blocked flue pipe/or components causing flame lift .PLEASE do not run with covers off :'(
emmisions and flue performance need to be checked before any components changed.
