I havent done any work with hid's before so I not got a clue what the ballasts are and what they are used for

When I turn my headlights on my drivers side light flicks on then off is this just a dodgy bulb or do I need a new unit

My indicator stalk on my 2.6 v6 doesn't cancel itself I have a replacement stalk. How do I replace it? Also do I need to get the cruise control programed in?
