usually the easiest way to tell if one of the brakes is binding is to feel the wheel, if its hot/warmer than the rest then you have found the culprit.

you can pull the lever back to release the handbrake by hand (from underneath, without need for a jack)

i had mastered the art of this when my old omega's handbrake used to jam on.

to fix it you will need to replace the springs that pull the handbrake levers back (on the backplate moncler  of discs)

and may need to lubricate the handbrake cables.
