The theory is good, but omits a great deal.

Yes, you can split water into Hydrogen and Oxygen (electrolysis) and run the car on the hydrogen produced, so the car runs on water .. HOWEVER the energy required by the electrolysis is GREATER then the energy provided by the burning of the Hydrogen ... so you gain nothing ... you need damned big batteries that have to be recharged frequently....  which uses more energy...

Remember, energy cannot be made or destroyed, it is only converted, and no conversion is 100% efficient.

Ah, yes, I'm sure you're right about the conversion.    Whilst there is something in it but, yes, if it really was that cheap and relatively easy job to do, how come it isn't fitted as standard?
Like you said, it cannot be as efficient energy wise, can it?

Water can be used to prevent detonation, I also know a few people who run their railway locos on the stuff - but they have to boil it in a huge coal powered kettle first
