I would never trust anything written in a Guardian political article as they are the UK's most left wing anti-capitalist, anti-American paper. I will read it, take on board the key points and then try and find some more balanced reporting with out the anti-capitalist and anti-American rhetoric. This paper will disappear soon where they are a bunch of left-wing socialists, who can't run their own business. They have just announced another loss of £48.8m.
Of course the Americans are involved as the big three: America, US and China are all looking to influence areas of the globe. Followed by the small two of the UK and France. China are big and very busy in Africa at the moment securing natural resources and food supplies. Russia are doing deals to keep their sphere of influence over former Eastern European countries, particularly those that border them and their last country in the Middle East Syria. The five are them are all trying to increase their influence in all other parts of the world. The UK are quite open about this and this is one of their justifications the UK Government has given for increasing their international aid budget. The UK has recently dropped sanctions against Zimbabwe to counter the increasing Chinese influence. The US / Russia cold war game I grew up with, so what has changed apart from Russia getting weaker and China now joining the party.
If this was a game of chess: USA: White Queen, China: Black Queen, Russia: Black Rook, UK: White Rook, Israel: White Rook, France: White / Black Knight (you don't know which side they will be on, it will depend upon where they think they can gain an advantage). The UN: White / Black kings, symbolic pieces full of their own self-importance, but with no power. Rest of world the remaining pieces.
I do understand these international power and spheres of influence games.
The next level down is regional powers, but I could go on forever......
