If pre face lift, broken element.

If face lift, either broken element, or possibly if no hot spots evident, failed control unit in the base.

Since I bought my miggy the seat lights all come on but none actually work.

I have accepted the fact that all the heater pads have life expired for some for reason and it is too expensive/fiddly to replace them on my leather seats.

I would think, if all the lights on your switches come on, that your heater pads have failed as well :'(
