In all honesty, I think that it would be either a) an extremely short lived diversion or b) dead in the water.  Probably the latter.

Personally, I'm happy with my own choice of TV/radio in the background when on line without someones elses choice of music being imposed upon me.  I abhorr those e-mails, links and e-bay sites that have music/sound effects embedded into them....   >:(

I totally agree !!! A site I used to moderate on spent a lot of time and effort setting one up as lots of folks thought it was a great idea. It now is not "on" most nights as only 2 guys are willing to DJ, and when it is on it has about 3 listeners out of a forum "on line" average of about 60. I listened to it once for about 15 seconds.... not my type of "noise" at all. Never again

Anything that MIGHT add to the forum is worth a thought but i often have my own music on in the background. Also many members (myself included) post bits & bobs to watch or listen to but all can choose whether or not to open the given link.
OOF FM is a great idea in theory but in practice & given the number of members & differing musical tastes it would be hard to please all.
Bach to the B52's is a long stretch! :)
