This is not my area of expertise, so asking for advice here.

When refurbing a wheel, do you do it with the tyre fitted, or tyre removed?

I guess with tyre off it's easier access, but I didn't want to get any paint  on the inner rim, and the (old) tyre is probably a better mask than any tape  

Tyres will all be replaced once wheels finished...

if its just to paint it (i wouldnt)  then you can mask off the tyre

normally this must be done wheels off.. Because before the paint step

 a final check and correction is required mostly..and this cant be done

with a wheel on it..The last time I paint the original miggy wheels

there was a fracture which was not visible with wheels on

but if you trust your wheels condition then no problem
