My first guess was the saucer section of the star ship Enterprise, then I looked again and I think its to let air into the car for the dogs in the back to breathe without the windows being open.

that or a freeview tv aerial for the car.

will I phone and find out??

mmmmm....    Its a ventilator fan that can either push air either in or out.  Seen them on Police dog vehicles....

No Police calibrated speedo in the pic, and its got roof rails, but walnut dash and cheapskate seat trim?  Recon the car is a bit of a mongrel itself!   ;D
