If you are after full dealer level diags, then £2750 will buy you the equipment, then you need a subscription to webTIS
If you are after cheap and nasty diag system, cheapo tech2, but MUST have proper serial port on laptop. Approx £25
There are a couple of options in between.

Software now that's another story SH.
The plug is a standard EODB/OBDII connector, available from many outlets.
If you are writing your own software, then thats fine, but if you want to use prewritten software, you need to buy a lead that is compatible with that software (most leads are unique to the software than runs them).
Does that make sense?
