Bit of a silly question really but do the brake lights come on when you slow down using the cruise control stalk?

No, as the cruise fitted to Omega isn't a speed/distance control, and thus, doesn't ever brake.

So why do you need a different brake switch then?

Is it to turn the cruise function off?

Yes - when you touch the brakes it disengages the cruise :y
