Sounds like a head gasket problem there.

The compression of one of the cylinders or more is pushing air into your coolant system and pressurizing it.

You must have a circulation blockage somewhere

You need to do a compression test (assuming that the 'block test' was a chemical test in the header tank- not always reliable), or a visual check to be more confident in the HG I think.

By visual check I mean taking out the spark plugs and looking into the holes  with the aid of a bright little torch, a few hours after it was last running.  If you just see nice dry piston crowns, then you can probably say the HG is OK.

Edit: Or, as above, the water pump may not be pumping, even though it looks new.

What did your rad flush consist of. Top hose off, bottom hose off then hosepipe jobby. If so and the rad does have a blockage the flow of water will just bypass it and exit through bottom outlet. Ideally need to use a quality descaler. Easy test for a blocked rad is to get to operating temp. then use an infrared temperature sensor to check

the small hose on the header tank when removed should flow when the engine is running( water pump doing its job)

second infer thermo check of rad, aluminium fins in check and not rotted away especially lower down?
