Lack of Power under load

Just wondering if my rattling exhaust is connected with the general lack of power under load, the engine struggles to exceed 3500rpm under load but easily makes it to 70 mph if you accelerate gently, could it be that the exhaust baffles are partly blocking the exhaust and causing the rattle (on idle)

what part of exhaust rattles?
Are the breathers clean?
How many miles on the clock?

it could be your cat thats breaking up and partially blocking the exhaust when under load

The two likely suspects are:
Baffles in the back box have rotted away and the sound deadening material is blocking gas flow, you sometimes see "hair" sticking out of the tail pipe.
Fuel filter not changed recently or clogged with dirt or water from poor fuel.

Problems with cats or centre boxes would tend to also have rough running symptoms as they affect one bank only.

Fuel filter could be a likely culprit, that would explain poor performance when on petrol, LPG however... The rattle is difficult to tell exactly where it originates as it seems to reverberate along the whole exhaust from cat backwards, breathers are clean 96K miles.
Recent cylinder head gasket replacement plus new belts etc, timing is spot on by the way.
