The problem with using the term 'Xenon' is that most manufacturers/sellers use that term for the 'ordinary' H1. H4 etc

If I search on e-bay for 'Xenon Bulbs', of the 50 on the first page, 46 are the ordinary type (as per the link above) and not H.I.D.

=)) those are just xenon look a like. they say its xenon because they are blue.. you can see in the picture, it has nothing to do with xenon this particular item. on the other hand philips extreme power bulbs use a verry small amount of xenon gas, i acutaly read on the package when i installed 2 h4 bulbs on another car i own :). can't remember the actual quantity of xenon inside but from my vague memories i think 5%

Yep, that's the problem with the name 'Xenon'. They use that description because it sounds 'hi-tech'. As the link shows, even for the rubbish 'blue tint' bulbs get the 'Xenon' tag. 
Seeing as Xenon is used in both, it's best to use 'H.I.D' to describe the set up that requires ballast packs etc.  No room for confusion then.  :y
