Peeling bumper!

Ok... probably a silly question but its not the first i`ve asked and wont be the last i`m sure... But on the rear bumper of my baby there seems to be a cellophane film or maybe its laquer that is peeling off gradually... cant work out why but wonder if anyone knows what it is thats peeling and how i would go about getting rid of the rest of it on the bumper so i could make good , which of course brings me to ask how lol
I have no experience of painting etc and she is not blemish free but i see  this everytime i come up behind her lol.

the laquer has been damaged and that allowed damp(water) get under it then it peels like skin-use fine wetndry(1600-2000) wet on it to smooth out then re laquer it :y

Either repair or replace. You might be able to get a replacement bumper from someone who is breaking one.
