heating problem

hum where do i start!   am not getting much heat in to the car, things that i have done as follows.
checked vacuum to hbv valve when heating turned down to low i have a vacuum but not at any other time.
have reset climate control unit auto/off 5 seconds and all sounds good.
when switches in side selected to footwell, screen and centre vents all blow ok and as selected.
eco and recir seem to work also but still no different, no heat or bearly luke warm.
disconnected heater matrixs and flushed back wards no dirt just sparkly clean water.
when car run to operating temp the pipes in to the matrix seem hot top and bottom.
i am running a cooler stat 82 c i think, on a 3.0 mv6 auto i have run the car up to temp, reading 90 c on dash i now that this is not that accurate but still reckon i should be seeing more heat out of the vents?
is there a servo valve that operates a flap to the heater matrix?
any ideas on this problem would be greatly appreciated as i am freezing to death slowly and also getting severe ear ache from the mrs and kids

Remove vac pipe (and plug it) from top of HBV and see if you get constant heat

ok have removed vacuum pipe from hbv and pluged warmed car up and centre vent seemd to have more heat than before? but when i put it to screen went cold again, may have an air lock will run the car on the road and see if its any better.

when it gets this cold i always put a bit of cardbord in front of the rad cover half keeps engine at temp. as with out it temp only gets to 75 or 80...

have now run the car on the road up to temp, with vacuum pipe off hbv and blocked up heat seems a little better but still not right. can the hbv valve fail open? as this may explain the lack of heat.
