Have you tried resetting the climate?

IIRC Keep buttons AUTO and OFF pressed simultaneously for about 10 seconds IIRC  :-\ Im pretty sure this resets all the flaps  :-\

A couple of things to try:

Do you get an electrical supply to the solenoid switched by the recirc button?

Is there a vacuum supply to the solenoid?

Does the vacuum get presented to the flap actuator when the solenoid is powered?

Does the flap actuator move when you suck on its' vacuum line?
