3.0 V6 Coolant Capacity

I've flushed and drained my radiator and added coolant. However, I can only add around 7 litres until the expansion bottle is at the correct level, my hand book says it's capacity is 9.5L. I've run the engine and burped the pipes, anyone have any ideas why this is happening?

You'll only get about 50% of coolant out by draining rad - rest stays in block ;)

Where does the coolant go when it leaves the expansion bottle? Is it engine block then radiator?
